Abstract From the first law in 1999 to the most recent one in 2008 and with the decrees of 2009, we have now sufficient perspective for reviewing behavioral assessments, implementation of the detention permit, and outcome of bite cases. We plan to ask the following questions to the veterinary behaviorists involved: what they think about the law, how does it affect what they do and what they have learned from the behavioral assessments? Breeders and animal protection associations will share with us their field experience including capture of dogs, placement in shelters and euthanasia. The jurisprudence will be examined on all these issues. The discrimination of breed without scientific evidence is a major point of discussion. Experience and legislation in other countries, and preventive measures based on the study of temperament, should shed light on whether the legislative decisions cited are valid.
